The staffing plan is inclusive of both Med Surg 2 and Med Surg 3 as these units operate under the same budget and cost center. The variance of WHPPD is related to the minimal staffing requirements for the Med Surg 3 unit and its fluctuating census. The variance is directly correlated to the opening and closure of Med Surg 3 due to changes in patient volume, maintenance of patient flow, and prevention of delays in treatment.
