Other Reasons for +/- 5% Variance
This unit is paired with the Gannett unit. The lower census on the telemetry observation unit resulted in the unit staying closed for protracted periods of time. In order to keep the staff available in the event this unit was needed to open, they were assigned to Gannett as unassigned help. They were also floated to other units to provide staffing. This produced the underage in the amount listed.
