| Other Reasons for +/- 5% Variance |
| A new unit was under construction during FY 2019, which was planned to combine the Bigelow 7 Short Stay Unit and the Bigelow 12 ED Observation Unit into one 31-bed unit. During construction, the Bigelow 12 ED Observation was moved to White 13, an area with smaller bed capacity resulting in a lower census. However, some RN staffing for these units was maintained to support the planned move to a larger unit which occurred in September 2019.
